General Job Description

Under the limited supervision of the Chief Business Officer, performs accounting and clerical tasks involving payroll and employee benefits, receiving only occasional instruction or assistance as new or unusual situations arise. The Payroll Technician fulfills a key role in the operation of the school district. The Payroll Technician is a member of the district team and assists with the fiscal management of the district with duties as listed below.

Duties and Responsibilities of the Payroll Technician

Administration
• Assist with incoming phone calls, walk ins and mail
• Work with site staff and attend meetings
• Back up for taking minutes at Board meetings

Essential Payroll Duties
• Performs all duties relative to District’s monthly regular and supplemental payroll
• Audit timesheets for supplemental payroll
• Process monthly voluntary deductions
• Monitor daily Frontline (AESOP) substitute teachers
• Process Worker’s Compensation payments and reports
• Perform complex calculations, generate documents and reports for collective bargaining as directed by CBO or Superintendent
• File monthly, quarterly or annual records
• Work with 3rd Party Administrator for Health & Welfare benefits/open enrollment for all employees
• Process quarterly taxes to EDD and multi-site reports
• Prepare and collect records for and coordinate with external auditors
• Liaise with SCOE business services
• Liaise with payroll vendors
• Other duties as assigned to maintain effective district office practices

Payroll Responsibilities
• Tactfully and clearly explains a wide variety of complex procedures and policies to individuals who have minimal knowledge of payroll, benefits and retirement systems.
• Answer employee payroll questions regarding benefits and payroll deductions
• Consults with supervisor regarding financial record keeping procedures, recommends improvements and helps install new payroll procedures or techniques as needed.
• Use ESCAPE software for all payroll, payroll reports, position control, reconcile employee absences, process W2s, board member compensation, voluntary payroll deductions
• Audits and evaluate data entry of Human Resources for proper conformance calculation of payroll, benefits and retirement system placement.
• Critical back up for Human Resources for the District
• Performs other accounting duties as assigned.

Employment Standards
The Payroll Technician must possess or meet the following standards:
• High School diploma or equivalent
• A. A. accounting major preferred
• Preferred minimum of two years of accounting experience in a school, government or business setting.
• Valid California Driver’s license and evidence of automobile insurance based on appropriate DMV regulations.
• California and Federal fingerprint clearance to work with school age students.
• Current TB clearance.
• Ability to lift and carry up to 30 pounds
• Visual acuity to read reports and numbers as part of the daily activities and sit for long periods of time.

Starting at $30,966 - $34,140 DOE; annual increases
