About the Independent Citizens’ Bond Overight Committee (CBOC)

California law requires School Districts’ Boards of Trustees to appoint an Independent Citizens’ Bond Oversight Committee to oversee bond-funded school improvement initiatives after those initiatives are authorized under California Proposition 39. 

The School Board shall establish an Independent Citizens’ Bond Oversight Committee (CBOC), under Education Code Sections 15278 and following, to ensure bond proceeds are expended only on the school facilities projects listed below. 

SUSD Facilities’ CBOC consists of seven members who represent the community at large, a senior citizen's organization, a taxpayer's organization, the local business community, a parent-teacher organization, and a parent of a child enrolled in the district.

Committee Responsibilities

  • Inform

    Keep the community informed about how the district is utilizing bond measure funds.
  • Review

    Review district expenditure reports to ensure bond funds are being used only for the purposes outlined in the Measure, which was approved by voters.
  • Present

    Share an annual report with the Board of Trustees at a public session, outlining the committee’s activities and conclusions of bond expenditures.

Bond proceeds are expended to modernize, replace, renovate, construct, equip, furnish,
and improve Sebastopol Union School District facilities.

Bond Measure N (Passed in 2024)
Amount: $24M

To improve Sebastopol TK-8 schools through the modernization and renovation of classrooms, restrooms, and other school facility spaces and systems. To make health, safety, and security improvements, and replace aging portables with permanent classrooms.

Key Priorities

  • Replacing outdated heating, ventilation, and cooling systems  

  • Replacing deteriorating plumbing systems

To improve the quality of Sebastopol TK-8 schools, increase energy efficiency through the installation of solar panels, target health and safety improvements, and modernize outdated classrooms, restrooms, and school facilities.  

The bond will generate approximately $1.0 million annually while bonds are outstanding, with levies of approximately 2.5 cents per $100 assessed value. The Measure E bond will include annual audits, the creation of an Independent Citizens’ Oversight Committee, and will not include money for salaries.

  • Increasing energy-efficiency at school sites, including installing solar panels; 

  • Making health, safety and handicapped accessibility improvements

  • Replacing deteriorating plumbing systems

  • Upgrading inadequate electrical systems

  • Modernizing outdated classrooms, restrooms and school facilities

Bond Measure H (Passed in 2017)
Amount: $1.3M

To improve the quality of education by repairing or replacing leaky roofs, improving energy efficiency by installing solar panels, repairing deteriorating plumbing systems, improving student access to computers and modern technology, and replacing outdated heating, ventilation, and air-conditioning systems. 

Key Priorities:

  • Repair or replace leaky roofs 

  • Improve student access to computers and modern technology 

  • Renovate, repair, and/or upgrade classrooms, restrooms and school facilities 

  • Promote energy efficiency by installing solar panels 

  • Replace existing wiring systems to meet current electrical and accessibility codes and increased capacity 

  • Replace outdated plumbing systems to meet current codes 

  • Repair or replace outdated heating, ventilation, air conditioning and lighting systems with building code compliant, energy efficient systems 

  • Upgrade and equip labs, multipurpose rooms, food service facilities, auditoriums, libraries, and other school facilities 

  • Repair or replace outdated windows 

  • Make water conservation improvements to restrooms and play fields 

  • Federal and State-mandated Americans with Disabilities Act (ADA) accessibility upgrades including site access, parking, staff and student restrooms, relocation of some existing electrical devices, drinking fountains, playground equipment, etc. 

  • Install, replace or upgrade safety and security systems for our students and staff 

  • Repair and upgrade walls and floors 

  • Upgrade playgrounds, play structures and P.E. fields for school and community use 

  • Replace/upgrade irrigation systems 

  • Federal and State-mandated Occupational Safety & Health Administration (OSHA) safety upgrades including playground equipment replacement 

  • Upgrade all technology at District facilities 

  • Construct a multi-purpose room at Brook Haven Middle School for school and community use 

  • Upgrade school site parking, utilities and grounds 

  • Abate and remove hazardous materials identified prior or during construction 

  • Upgrade fire alarm systems 

  • Upgrade and expand telecommunications 

  • Repair, replace and/or upgrade paved surfaces, turf, and other grounds to eliminate safety hazards and improve outside instructional areas
